What is the difference between a typical HEPA purifier and a Jaspr air scrubber?

Jaspr still uses HEPA. Justin's distinction is scale: a large HEPA filter (about 4.5 pounds), high airflow closer to industrial scrubbers, and a quiet metal machine. No ionization or ozone.

Does an air scrubber fix mold, humidity, and CO2 by itself?

Strong filtration helps remove airborne particles. Humidity and CO2 are different levers. Filtration is not remediation for water damage.

Why can brand-new homes still have bad indoor air?

New builds are tightly sealed. Construction shortcuts can introduce water and mold, and materials can off-gas for a long time.
